textile factory in kabul afghanistan.the requirements are for two (2) five (5) year idiq contracts. these requirements are considered solicitations for bid that will ultimately be awarded by the us government joint contracting command jcc-i/a. the primary contracting office responsible for this requirement is the kabul regional contracting office here in afghanistan. the proposal due date for this requirement is 10 april 12 noon, kabul time. these 2 contracts are for the 23 items in the attached document.this kabul regional contracting office krc is responsible for issuing the solicitation, and then responds to questions on the solicitation (which questions are no longer accepted after tuesday of last week). they also receive the actual bids-proposals from the companies bidding on the solicitation. once the contracts are awarded, krcc are the ones to place actual orders with the companies who were awarded the contracts. this office also handles all payments to the contractors awarded the contracts.the kabul contracting office will not be the only office that takes part in awarding this contract. all proposals will be reviewed by kabul regional contracting office officials and their higher headquarters most likely on bagram air force base approximately 60 kilometers from kabul. both bagram and kabul contracting officials fall under the joint contracting command. this requirement and 2 solicitations is for an idiq contracts (indefinite delivery, indefinite quantity). .there will most likely be 4 to 5 companies that awarded these 2 contracts. this solicitation is also referred to as a set aside and in this case, it is a set aside for a women owned - afghan owned company . so 4 to 5 women-afghan owned companies will win a portion of both idiq contracts. the total value for both contracts is approximately 356 million usd over 5 years.once the contracts are awarded, the contracting office will place orders only when they need to, and in unknown quantities . the contracting office can place orders with all companies or with only 1 or 2 if they choose to. krc will place 2 types of orders with the awarded companies. a single item minimal order of no less then $750,000 usd or an order for any combination of the 23 items which will not exceed $5,000,000 usd per order. so minimum order $750,000 / maximum order $5,000,000. these orders can/will be placed over the course of the 5 year idiq contract.awarded companies will need to be able to provide no less then 10,000 of each items per month over the course of the 5 year contract. the companies may or may not receive order each month. if a company does not receive an order each month (for example the might not receive an order for 3 months, then they could receive an order for 30,000 of a particular item)there is no guarantee on the total value of orders per year or over the course of 5 years. contracts are expected to be awarded no later then 30 days after proposals are submitted, so award date will be tentatively around 10 may 2010.key points for this requirementthe 4 to 5 companies awarded these 2 contracts ultimately be required establish a factory here in kabul afghanistan which is capable of manufacturing all 23 itemsthese awarded companies will need to be at 50% manufacturing capability no later then 6 months of the awarded contracts, and 100% manufacturing capability after 1 yearwe need to illustrate in our proposal how we will facilitate development and construction of the factory, and how we will meet the 6 month and 1 year manufacturing requirementwe will need to aquire/purchase from a manufacture all 23 items over the course of the 1st yearthese 23 items need to be manufactured to the specifications and standards outlined in the solicitation i have these specification and will provide as requiredi need to 4 samples each of all 23 items manufactured to the specifications i have delivered to afganistan no later then 8 april 2010what i needneed to find a manufacture that can produce-manufacture and deliver all 23 samples to afghanistan no later then 8 april 2010need pricing for each item as follows 50,000need a manufacturing company who is willing to enter a teaming agreement with the afghan woman owned company, and that is willing and capable of providing a blueprint of machinery and design layout of a factory that can produce these items in kabul, per the 6 month and 1 year production requirement of being awarded this contractneed the manufacturing company to agree to provide a list of material suppliers and material they would be using for these 23 items, so that we could procure the materials from their suppliers when we begin production.we would need the manufacture to provide subject matter experts to work in kabul to help set-up the factory and train afghan workers on the machinery and production processultimately, we would want to develop a teaming agreement and applicable terms for appropriate compensation to the manufacture. we want this to be a winning situation for your participation and efforts. i need to make a decision on a manufacture no later the monday 21 march, and i will then fly to the appropriate location to meet with appropriate management at your company headquarters.we would like to duplicate the manufacturing capability of the company we team with here in afghanistan as closely as possible. we are sure that with a committed and consolidated team effort, that we can provide a professional proposal that outlines our business implementation plan for this
